Description Who is the inventor of Response Time Analysis in Oracle ?

In order to answer this question, we should understand if Response Time Analysis(RTA) in Oracle is method to be invented or is a method to be implemented. Since RTA is available in scientific researches before Oracle, there is no inventor in Oracle. So, it's possible to talk about only implementor, not inventor.

The short answer: The real implementors are the architects at Oracle Corporation.

are the architects at Oracle Corporation NOT aware of what they are desiging ? are they NOT aware of Oracle Wait and Service Interfaces ? If they are not aware of, how have Oracle Wait and Service Interfaces been developed in Oracle Server ?
